Type: Part-time term-employment for one year, with possibility of extension. This position will be employed through Neighbourly Advisory Inc., as part of an existing contract with Imperial.
Rate: $40 per hour (up to 20 hrs per week)
Team: Public and Government Affairs
Also works with: engagement, regulatory, and environmental teams
External interfaces: local and Indigenous government, community members, and other organizations
Location: Remote role (not office based); with some evenings and weekend work and potential regional travel required. Flexible work hours possible.

Background
Imperial’s Norman Wells Operations is an oil and natural gas production and processing facility located in the Sahtú region of the Northwest Territories. In January 2026, Imperial announced the operation has come to the end of its lifespan, with end of production planned for the third quarter of 2026. This transition represents an opportunity for continued information sharing, relationship building and collaboration with communities as activities shift from end-of-production toward broader closure planning.
To support Imperial’s commitment to ongoing engagement during the closure transition, the Norman Wells closure team is seeking Community Liaison Officers (CLOs), located in the following Sahtú communities: Fort Good Hope, Colville Lake, Norman Wells, Tulı́tʼa, and Délı̨nę. CLOs will support planning and implementation of in-community engagement across the Sahtú region, including:
- cultural protocol guidance,
- relationship building,
- Informing community relations strategy,
- local meeting organization, and
- coordination and attendance at local community investment activities
Depending on the number of successful candidates, the number of communities a CLO supports may extend beyond their local community. As the broader engagement and closure planning work in the Sahtú region is a multi-year effort, there is potential for contract extension based on project needs.
Work hours will be up to 20 hours per week during peak engagement periods.
Purpose of the role
The CLO role serves as a key connector between Imperial’s Norman Wells closure project and Sahtú communities, and will help enable Imperial to show up in a good way reflecting local expectations, cultural protocols and meeting community needs.
Core responsibilities
1. Cultural protocol guidance
- Support Imperial’s team in understanding and following cultural protocols as part of engagement planning and participation
2. Relationship building
- Identify local relationships to build and grow to enable listening and information sharing and understanding of local needs and interests
3. Community engagement strategy and support
- Provide guidance and advice to inform community engagement strategy
- Assist in preparing and organizing community meetings, events, and workshops, such as:
- Distribution of meeting notices and community posting
- Booking, setting up, and preparing venues
- Hospitality arrangements such as catering
- Audio/visual and communication equipment coordination
- Interpretation and translation support and coordination
- Local transportation and accommodation coordination (as required)
4. Local community investment activities coordination and participation
- Support programs including community-based learning and education programing, sponsorship events and other social investment initiatives
5. Invoice and expense administration
- Support local vendors and Imperial to coordinate timely payment.
- Assist local vendors in meeting company administrative and invoicing processing requirements.
Pre-requisites / qualification preferences
- Sahtú beneficiary preferred
- Reachable by phone and/or email beyond designated business hours
- Individuals with strong community connections or an interest in building relationships
- Available for flexible work hours (some evening, weekends and out-of-community travel) to support engagement activities
Expectations of the CLO
- The CLOs will be provided with a laptop and access to shared project files.
- Travel expenses will be pre-approved and reimbursed in association with the performance of the services.
- CLOs will be responsible to fill in a timesheet weekly and be responsible for accurately tracking time.
- Please note that this is a part-time term-employment role with Neighbourly Advisory Inc. Neighbourly is supporting Imperial’s community engagement work for Norman Wells closure through a subcontract with WSP. Individuals selected for the role will not be employees of Imperial. They will be employees of Neighbourly.
